How Airbnb is cracking down on vacation rental parties in Arizona

Opinion: Large parties at vacation rentals can compromise public health. Here’s what Airbnb is doing to stop them.

Communities throughout Arizona have grappled for months with the many challenges posed by the unrelenting pandemic and its impact on our daily lives.

The Arizona hospitality industry – including hotels and vacation rentals – are providing valuable services to the community, from offering housing for first responders to simply providing an avenue for folks to get out of their homes and travel in a safe and socially distant manner.

However, with nightclubs and bars closed or operating at reduced capacity, a new public health challenge has emerged – large groups taking their parties into hospitality venues such as hotels and vacation rentals. From a 300-person party at a Paradise Valley vacation rental to a party-related shooting at a Phoenix hotel, some continue to ignore the realities of this pandemic and act without regard for their fellow Arizonans.

While I cannot speak for the entire Arizona hospitality industry, I can convey on behalf of Airbnb that we’ve heard from our Arizona host community, neighbors and elected officials, and want to be very clear: we have zero tolerance for this behavior. It is not only irresponsible, but downright dangerous. 

What Airbnb is doing to stop parties

We’ve taken a number of steps to address this issue head on. Most recently, we announced a global ban on parties and events at Airbnb listings and capped occupancy at 16 people. To enforce this rule, we’ve implemented steep consequences for hosts or guests who violate it – including bans from our community and even legal action.

In Arizona specifically, we suspended or removed more than 50 listings across 12 cities that received complaints or otherwise violated our policies on parties and events. This action addressed the small minority of hosts who hosted irresponsibly during this public health crisis, and was facilitated in part by neighbors who utilized our 24/7 Neighborhood Support Line to register their concerns.

We take these concerns incredibly seriously and are committed to ensuring their voices translate into action.

Additionally, we restricted some guests under age 25 without a history of positive reviews from booking entire home listings locally. We also prohibited one-night reservations over the Halloween weekend in entire home listings in North America.

Vacation homes are being used to throw massive parties in Osceola County with hundreds of people in attendance.Investigators say it’s an ongoing problem in the county. There have been 15 people arrested, two guns seized and 180 traffic stops made. It is all part of an ongoing promise from the Osceola County Sheriff’s Office. “The last few weeks we’ve seen an increase in parties,” Maj. Jacob Ruiz said.For months, Osceola sheriff’s deputies have been conducting what they call saturation patrols. The goal has been to stop massive house parties which have been thrown in short-term rental homes that would in any other time be used by families visiting Central Florida theme parks. Investigators say not only do these pose a threat for the spread of COVID-19 but they’ve also become violent.Deputies say they’ve investigated multiple shootings and one murder after previous parties got out of control. This past weekend, the Osceola County Sheriff’s Office’s Intelligence Unit identified two large parties and several other smaller ones which deputies then stopped. “We try to intercept it. They have chat groups or media groups on social media where they share this information and they try to restrict law enforcement from them, but we try to be as proactive as possible,” Ruiz said.The charges among the arrested range from DUI to drug sales. Sheriff’s investigators say these parties are a public safety threat and they will keep working to stop them for however long the people behind them keep trying to put them on.

Pandemic parties at downtown San Diego rentals create problems

“Get your quarantine friends together for a night away from your home,” says a listing on Vrbo for a 2,000-square-foot penthouse in San Diego’s East Village.

In San Diego’s East Village, six blocks from Petco Park, two towers — one red, one yellow — represent the tallest residential buildings in the city. At 45 stories, the luxury high-rise apartments stand side by side and feature picturesque views of Coronado, the downtown skyline and the mountains of East County.

But the yellow tower, named Pinnacle on the Park, is known as the party building, where stir-crazy revelers have gone to blow off steam after stay-at-home orders relaxed in May. 

The high-rise is outfitted with Instagram-worthy units, including a 2,000-square-foot Louis Vuitton penthouse and another apartment with a private hot tub on a 1,000-square-foot rooftop terrace. 

“Get your quarantine friends together for a night away from your home,” says the Louis Vuitton listing on Vrbo.

But these pandemic parties aren’t fun for other tenants in the two towers, or for those living in a smaller affordable housing building that connects the two. In all, the development has 956 apartments.

Multiple residents have woken up to find used condoms on their window sills or steps from their front doors. A woman and her 12-year-old son have witnessed nude photo shoots and people filming pornographic scenes on balconies across from their tower. 

Local news outlets have covered stories in recent months of people jumping from Pinnacle’s roof with parachutes and another time throwing water balloons from the upper levels that smashed windows of vehicles parked on the street. 

The debauchery is taking its toll. Calls to San Diego police about loud parties and related disturbances at the high-rise have nearly tripled in the first eight months of this year compared to all of 2019, with most occurring in the past four months as the county began reopening. 

When compared to Pinnacle’s neighboring red tower, Spire San Diego, calls to police are staggering. A San Diego police spokesperson declined to comment for this story but acknowledged the department is aware of the problems and said there are ongoing criminal investigations into activity at Pinnacle.

City leaders, including Mayor Kevin Faulconer, know about the issues but have done little to fix them.

The City Attorney’s Office recently took action against the owner of an Airbnb party house in Bankers Hill but hasn’t received any information from police about noise complaints or violations of the public health order at Pinnacle, a spokesperson said. The office also hasn’t seen any information that links a spike in police activity with short-term vacation rentals in the high-rise, she said. 

It’s possible some of the bad behavior is coming from long-term tenants, but residents who spoke to inewsource blame the short-term guests.

But one city is going out of its way to help ensure rental properties aren’t used for party purposes. Chicago has officially banned single-night rentals for properties listed on Airbnb and similar sites. While this new restriction is temporary, it could be adopted by other cities in an effort to keep the pandemic at bay.

Should your vacation home have a minimum stay?

Though Airbnb has a policy banning parties, it’s not always so easy to enforce. One way you can prevent parties at your rental, however, is to impose a minimum stay. After all, if someone wants to rent your home just to host a shindig and you impose a five-night minimum stay, that guest is unlikely to want to pay for those extra four nights. As such, imposing a minimum could help you avoid your rental being invaded by partygoers who cause damage beyond what your security deposit covers.

But could imposing a minimum stay hurt you? If you’re renting a home in a city, quite possibly. Guests often want a crash pad for a night or two in a major metro area, and by insisting on a longer minimum stay, you might lose out on business — and income. In fact, aside from the month of August, one-night listings on Airbnb earn an average 17% more revenue throughout the year than those with longer minimums, reports AirDNA.

Therefore, if you’re trying to decide whether it pays to impose a minimum stay for your vacation home, think about your property’s location and the clientele you’re most likely to cater to. If you own a beach house that sees rental traffic primarily during the summer, for example, it could actually work to your benefit to impose a seven-night minimum stay with a standard check-in/check-out day (say, Saturday). This could help avoid rental gaps and maximize your limited season. But if you own a property in a big city likely to see demand anytime, a shorter minimum could be a smart move.
