204 tourism, hotel operators shut down since March, Tourism Minister tells Parliament

KUALA LUMPUR (Bernama): A total of 204 tourism and hotel operators have closed their businesses since March this year due to the impact of the Covid-19 pandemic and enforcement of the movement control order (MCO), says Datuk Seri Nancy Shukri.

The Tourism, Arts and Culture Minister said based on data released by the Companies Commission of Malaysia, the number comprised 109 entities in the hotel sector including hotels, resorts, motels, homestays and chalets, while 95 others were tourism agencies and tourism activities operators.

“Thirty-two out of 109 entities from the hotel sector and 38 out of 95 tourism agencies were ordered to close by the courts or they closed voluntarily, ” she told the Dewan Rakyat Monday (Nov 23).

She was responding to a question from Datuk Ahmad Jazlan Yaakub (BN-Machang), who had asked the number of hotels and tourism companies that had gone bankrupt since the enforcement of the MCO until Oct 31 and whether the ministry would undertake initiatives to ensure hotel operators and tourism companies could bear operating costs until the economy reopens.

Nancy said the ministry would study the matter and hold discussions with other government agencies and related associations to identify the issues and find solutions.

However, she said the ministry had also approved new licence applications from 135 tourism companies and operators during the same period.

Meanwhile, Nancy said the ministry planned to ask for about RM50mil in development allocation for the Sungai Batu archaeological site in Kedah under the rolling plan of the 12th Malaysia Plan for 2021.

“Last September, the ministry’s officers visited the archaeological site with Economic Planning Unit officers and explained the long-term plan and development allocation required, ” she said to a supplementary question from Nor Azrina Surip (PH-Merbok) on the previous withdrawal of the allocation for the archaeological site. – Bernama

Hotel operators forecast bleak prospects as COVID surges

A survey by the American Hotel & Lodging Association of its members found that seven in 10 say they won’t make it another six months without further federal assistance given projected travel demand.

Even more hotel operators said they’ll be forced to lay off more workers. And the holidays, usually a busy time for hotels, won’t help this year as many families stay put with COVID-19 continuing to surge.

Back in February, Brent Underwood was getting ready for South by Southwest in Austin. He owns a 20-bed hostel there and was booked solid. Then, COVID-19 hit and he suspended operations.

“Effectively, we are out of business,” he said. “The business has been shut down; the property is for sale.”

It’s not just mom-and-pop hotels feeling the crunch. The Marriotts and Hiltons of the world operate some hotels, but they also franchise out a lot of them to independent owners.

Alex Susskind at Cornell said as in most sectors, “the larger companies are probably in a little bit better shape than some of the smaller ones.”

He said there’s likely to be some consolidation of property as a result of the pandemic.

Still, Michael Noel at Texas Tech University said eventually, boutique hotels will rebound.

“There will be a time where that hotel will reopen, because the demand is going to come back,” Noel said. “But not every business owner is going to survive and be able to raise the capital to start it up again.”

But he said nothing will get back to normal in the hotel industry until COVID-19 is under control.

As Austin weighs new hotel levy, operators ask for more details

Roughly 160 hotels in Austin could soon be required to give up 1% to 2% of their nightly revenue to the city, with the city then using that money to promote Austin to the convention planning industry.

The assessment would be made on hotels with 100 or more rooms for sleeping, and it would pay for costs associated with marketing and sales, primarily for the Austin Convention Center and the Palmer Events Center. City staff projections are that the assessment would produce $4.8 million to $24.5 million annually.

The creation of the Austin Tourism Public Improvement District, which would operate the program, was scheduled for a vote Thursday by the Austin City Council. However, members of the local hotel community were granted a delay to review the plan. The assessment won’t be official until 60% of hotel owners whose properties are in the district give their approval.

Tom Noonan, president of Visit Austin, the city’s convention and visitors’ bureau, said the hotel operators wanted “more information on how to best implement this opportunity.” He said 80 to 100 hotel groups would be subject to the assessment, but, in theory, they could receive an overall benefit from increased hotel traffic.

The earliest the City Council would revisit the new assessment would be during a work session Dec. 1. Some of the details that need to be addressed will be handled in private session, City Manager Spencer Cronk said Thursday.

The planned assessment dates back to a resolution the council passed in May 2019 that directed Cronk to engage with hotel and tourism groups and homelessness service providers to prepare for establishing the new tourism district. At that same meeting, the council gave preliminary approval to a $1.2 billion expansion to the convention center. Financial projections show the planned expansion would inject an additional $306 million per year into the local economy, but only if large events are again held in-person after the COVID-19 pandemic subsides.

Half-term cancellations push UK travel operators to brink

UK travel operators are warning of further job losses and bankruptcies, after a surge in cancellations of half-term holidays has left them scrambling for cash.

Travel companies across the industry said they were struggling to finance refunds as customers have increasingly lost confidence in their ability to travel overseas without the government imposing quarantine restrictions on their chosen holiday destinations.

“As far as travel is concerned we are basically back in full lockdown,” said Simon Cooper, chief executive of the online package holiday operator On The Beach, which typically sends around 1m people on holiday each year. “Consumers have decided that just because [a destination] is open today it might not be open tomorrow, so what’s the point?”

Simon Williams, chief executive of Humboldt Travel, which specialises in trips to Latin America and Antarctica, said he had been forced to take out loans to cover customer refunds as airlines had delayed paying compensation to tour operators.

Under UK law, flights should be refunded in seven days, while tour operators must pay customers back within 14 days.

“We are refunding everyone in full even though sometimes we are not being refunded in full and that obviously causes big cash flow issues, which is why so many travel companies have collapsed and will collapse,” Mr Williams said.

Since March, 19 UK travel companies have ceased trading, according to the Association of British Travel Agents, including the backpacker specialist STA Travel and Specialist Leisure Group, which ran Shearings Hotels and Caledonian Travel, prompting 3,000 job losses. Hays Travel, the firm that took on all of Thomas Cook’s former travel shops after its collapse last year with the loss of 21,000 jobs, has said it will axe almost 900 staff.

The latest restrictions across the UK, combined with frequent changes to the so-called travel corridor, those countries not on the quarantine list, have only increased the industry’s woes as more consumers scrap rather than defer trips.

“The reality is that the longer this goes on the more people will want to cancel their trips,” said Sonia Davies, chief executive of Scott Dunn, a high-end travel agent, who added that she was “mentally bruised” after having to make two-fifths of 300 staff redundant.

Confirmed trips departing from the UK this Friday are less than 30 per cent of last year’s number, according to travel analytics company ForwardKeys. Departures on other days varied between 10 and 25 per cent of 2019’s levels.

Thomas Cook, now an online-only group, said searches for holidays had dropped 12 per cent following the introduction of tiered lockdowns in the UK. Richard Slater, the owner of Henbury Travel, an agent in Macclesfield, said 90 per cent of the trips he had booked for October half-term had been either been postponed or cancelled.
