A mistress, home gym and hotel stay: How feds uncovered the casino bribery scandal involving Mashpee Wampanoag Tribe Chair Cedric Cromwell

The chair of the Mashpee Wampanoag Tribe, indicted this week in a bribery scheme involving a multi-million-dollar casino project, is accused of using tens of thousands of dollars from the conspiracy on his mistress, a home gym and a stay at an expensive Boston hotel, authorities said.

Cedric Cromwell, a 55-year-old Attleboro resident, was arrested by the Federal Bureau of Investigation over claims he used his position as tribe chair to enrich himself and engaged in a bribery conspiracy with David DeQuattro.

DeQuattro, a Warwick, Rhode Island resident, is the owner of an architecture-and-design company that was contracted as part of the tribe’s effort to build a casino and resort in Taunton, according to a statement from U.S. Attorney Andrew Lelling’s office.

The governing body of the Mashpee Wampanoag Tribe, which has roughly 3,000 total members, elected Cromwell as chair in 2009. He was reelected to serve in the 4-year position again in 2013 and 2017 as well, court records showed.

His responsibilities in the position consisted of presiding over all meetings of the tribal council and performing “the usual duties of a chairperson,” including acting as the tribe’s official spokesperson, engaging in public relations, serving as the coordinator over all tribal government activities and exercising any other authority delegated to him by the tribal council.

However, authorities alleged Cromwell, as chair of the tribe and head of the Wampanoag Tribe Gaming Authority, used his position and influence to solicit and accept payments and “other things of value” from DeQuattro’s architecture firm in exchange for “favorable action.”

The indictment claimed the gaming authority’s contract with DeQuattro’s company did not have a termination date. It just stated either party could terminate the contract for cause with seven days’ notice or “for convenience” with one month’s notice.

From July 2014 to May 2017, DeQuattro is accused of providing Cromwell with a stream of payments and in-kind benefits valued at $57,549 in exchange for the architecture firm being paid nearly $5 million under its contract, Lelling’s office said.

The Mashpee Wampanoag Tribe’s plan to build and operate the casino-resort in Taunton, which they were going to call the First Light Resort and Casino, aimed to generate revenue for the tribe, according to the 23-page indictment against Cromwell and DeQuattro.

The Tribal Council tried to remove Cromwell from power earlier this week, sources told MassLive, but the measure was narrowly defeated.

“The Mashpee Wampanoag Tribe is deeply concerned about Chairman Cedric Cromwell being indicted on several charges,” the tribe said in a statement. “Tribal Council will hold an emergency meeting this afternoon and will be taking immediate action.”

The payments to Cromwell allegedly included $44,000 in personal checks written by DeQuattro to CM International Consulting LLC, an entity owned by one of the tribe chair’s friends, according to officials.

The tribe chair is accused of telling his friend to deposit DeQuattro’s checks and use the funds to buy treasurer’s checks to pay either Cromwell or a shell entity he had incorporated called One Nation

Rio Hotel & Casino sets Dec. 22 reopening

Caesars Entertainment will open its last remaining shuttered Strip property on Dec. 22 when the Rio opens at 10 a.m. Dec. 22, the company announced Thursday.

The hotel will accommodate weekend stays, Thursday through Monday, while the gaming floor will be open seven days a week, according to the news release.

Encore Closes Hotel, Reduces Casino Hours Amid New Rules

EVERETT, MA — Encore Boston Harbor is closing its hotel after the governor announced new pandemic restrictions that will also limit the casino’s business hours.

“Encore Boston Harbor supports and will adhere to the additional directives put forth by the Commonwealth aimed to reduce the ongoing risk to public health,” spokesperson for Encore told Patch in a statement. “As a result, we are analyzing the impacts of the directives on our resort operations and will adjust accordingly to be in compliance.”

The hotel will be closed through at least December 15

Beginning Friday, Encore Boston Harbor will reduce its casino hours —which has been 24 hours a day — to weekdays from noon to 9 p.m. on weekends from 9 a.m. to 9 p.m.

On Monday, Gov. Charlie Baker announced that all restaurants in the state will have to close at 9:30 p.m. starting Friday as part of his stay-at-home advisory amid a rise in coronavirus cases.

Many in the hospitality industry worry the advisory will further hamper businesses that have been hit hard throughout the pandemic, with shifting restrictions on hours, capacity and what type of food people need to get to order alcohol.

“Restaurants are not the problem,” Steve Clark, Massachusetts Restaurant Association Director of Government Affairs, told Patch Monday afternoon.

In August, the casino laid off nearly 400 employees who were previously furloughed.

“With continued efforts from the State to minimize the spread of COVID-19, Encore Boston Harbor continues to operate with a significantly reduced capacity in all parts of our resort,” an Encore spokesperson said in a statement at the time.

The casino paid its employees from its closure March 15 through the end of May. Parent company Wynn Resorts said the closure cost the resort $220 million.

There were 2,700 people working at the resort and 915 on furlough, the Boston Globe reported in August.

Encore Casino Closes Hotel, Reduces Casino Hours Amid New Rules

EVERETT, MA —Encore Boston Harbor is set to close its hotel after the governor announced new pandemic-related restrictions that would limit the casino’s business hours.

The Boston Globe reported that Encore president Brian Gullbrants said in a note to employees Monday that the hotel would be closing immediately.

Beginning Friday, the Globe reported, the resort will reduce its hours open from 24-hours, to noon to 9 p.m. on weekdays and 9 a.m. to 9 p.m. on weekends.

The closure comes just a day after Gov. Charlie Baker announced that all restaurants in the state will have to close at 9:30 p.m. starting Friday as part of his “stay-at-home advisory” amid a rise in coronavirus cases.

Many in the hospitality industry worry that the statewide curfew Baker announced on Monday will further hamper businesses that have been hard hit throughout the pandemic with shifting restrictions on hours, capacity and what constitutes the type of food people need to get to order alcohol.

“With continued efforts from the State to minimize the spread of COVID-19, Encore Boston Harbor continues to operate with a significantly reduced capacity in all parts of our resort,” an Encore spokesperson said in a statement at the time.

The casino initially paid its employees from its closure March 15 through the end of May, but this plan proved unsustainable. After costing its parent company Wynn Resorts $220 million, the casino furloughed about 10 percent of its workforce June 1.

Boulder-like hotel to rise over artificial sand dune casino

Netherlands-based firm ZJA drew on a lost coastal dune landscape for inspiration with its mixed-use hotel and casino in Middelkerke, Belgium. The project will overlook the North Sea and is envisioned as an artificial sand dune, with a “boulder-like” hotel on top.

The project, named Casino Middelkerke, will consist of the casino itself, as well as a restaurant and events hall situated inside the main dune-like building. On top of this will be the hotel and will feature a wooden latticed facade. The overall design is meant to recreate the local area’s original landscape.

“Inspiration for the design was found in the story of the town’s origin,” explains ZJA. “Middelkerke originated on the island of Testerep and was able to grow into an abundant fishing village through the natural protection of a dune and a direct connection to the North Sea via a natural canal. The dunes and water channels of Middelkerke disappeared as a result of urbanization over the last century.

“The construction of the casino building in Middelkerke will function as a tool to renew this historic coastal landscape and give it a contemporary meaning. The building program nestles itself naturally in the landscape. For example, a brand-new event hall, restaurant and casino will be situated behind completely transparent facades under the dune, offering spectacular views of the beach and the sea. The volume of the hotel has a strong visual presence and yet a modest footprint, and stands like a boulder amidst this elevated landscape”

Nautilus

There’s no word yet on when construction is expected to begin, but the project will make use of recycled materials, as well as sustainably-sourced wood. According to ZJA, the cantilevered form of the dune building will help shade the interior and reduce active cooling requirements. Its interior will be focused on maximizing daylight and ventilation, and there will be green roof areas.

Visitors will be able to walk on top of the roof of the casino to enjoy views of the North Sea and a new car-free public space will also be created. Additionally, the project will bolster the local sea wall defenses.

Though the design is led by ZJA, the firm is part of a larger consortium named Nautilus, which also includes Ciril, Delva, Oz, Bureau Bouwtechniek and Furnibo and Democo. COBE, VK Engineering, Beersnielsen, Witteveen+Bos, Plantec, MINT and Sertius are involved in the project, too.

Circa’s staggered opening of hotel, casino now part of Derek Stevens’ legacy

Circa owner Derek Stevens felt like he was in a bind when COVID-19 was discovered on the downtown job site and one of his contractor’s construction workers was infected with the disease.

Stevens was racing to complete the 480-foot tower and many of its 777 hotel rooms and suites for a December opening.

New social distancing requirements imposed on the job site suddenly put the construction timetable at risk.

Among the new protocols established was to allow a maximum of four construction workers in the industrial elevator used to transport workers to the upper floors of the construction site.

These aren’t the swift hotel-finished elevators that can whisk passengers 35 floors in a matter of seconds. They’re huge cages that lumber skyward, large enough to carry heavy equipment as well as workers.

With the limited capacity of the elevators, Stevens suddenly discovered he wouldn’t be able to put all of his workers in place as planned with trips up the tower taking three or four minutes — and trips down taking just as much time. That many workers needing that many trips would cause a big problem.

Stevens was mindful of a Nevada Revised Statute affecting gaming properties in Clark and Washoe counties.

The law, within NRS 463.1605, basically says that a nonrestricted casino license — the big ones involving casino resorts — must be attached to a hotel or have some other 24-hour amenities. A hotel is defined as a destination with more than 200 rooms.

Stevens was in the clear with more than 500 hotel rooms opening in December but stuck with the dilemma of finishing enough hotel rooms and the rest of the resort.

Stevens opted to take the problem to Nevada Gaming Control Board Chairwoman Sandra Morgan with the hope of getting a waiver to the requirement. Fortunately, Stevens didn’t need to get a waiver, as he was in luck.

When Stevens was assembling parcels of land for what will be known as Circa, he first acquired the Las Vegas Club, the Girls of Glitter Gulch adult club and Mermaids.

Each had separate gaming entitlements that Morgan determined needed no further action from the Control Board.

“The parcels that were combined to create Circa had grandfathered provisions,” Morgan said. “So, as a legal matter they were able to have a staggered opening and not have everything open at the same time.”

So, despite some jurisdictional confusion, the end goal will be accomplished.

Circa will open first with a VIP party on Tuesday night, followed by a public opening at 12:01 a.m. Wednesday.

The casino, the sportsbook, the five restaurants, Stadium Swim and the rooftop Legacy Club should all be ready to go.

Construction workers will continue on the hotel rooms on the top seven floors, and many will be ready for business in December.

And Derek Stevens will have left his mark on downtown Las Vegas for the fourth time.

  • Guestroom Attendants will wear masks and gloves while cleaning each room and will change gloves between guestrooms.
  • In addition to increased and enhanced routine cleaning of guestrooms and public spaces based on CDC guidance, electrostatic sprayers will be utilized in many large public spaces so that disinfectant is applied efficiently.
  • MGM has compiled its own internal team and processes to respond if a guest or employee tests positive for COVID-19. We ask that if a guest tests positive after visiting one of our properties, they alert us through a special email address ([email protected]). We will immediately report any positive test results to the local health department and assist with contact tracing to support the health department investigators.
